Cleanup script or macro: conditional formatting, cell formatting, frozen rows/columns, formulas, blanks

Want a script or macro that will reset formatting according to standard specs:

• frozen columns through "Sort #" but not beyond
• first "settings_NumHeaderRows" rows frozen
• copy formatting of the first data row ("settings_NumHeaderRows"+1th row) in each tab down to all rows
• remove conditional formatting from all but first data row in each tab (get rid of accidentally copy-pasted formatting)
• copy conditional formatting of first data row in each tab down to all rows
• consider deleting empty data rows (where user-entered values are all blank)
• paste all formulas from first data row down to all other data rows
