Plutonium gauges glitches #3

The animations for the plutonium gauge are somewhat of a place holder until a new animation engine is implemented, so it does some weird things sometimes.

Includes issues with it and when Time Circuits get fried. That hasn't really been worked on.

Fixed some of it for now. Haven't tested it with lightning strikes yet.

Now completely fixed with refactoring of the plutonium gauges
