Intermittent xorSigmoidSymmetricPair Failure #23

It looks like xorSigmoidSymmetricPair never got going.

This was observed again here: https://travis-ci.org/bu-icsg/rocket-chip/builds/128411177

I have not yet been able to replicate this behavior locally.

I can't replicate this when running on the FPGA and just spamming requests. This may have something to do with Travis, the Travis build environment, or something else difficult to replicate.
