Re-sync with rocket-chip master, move to Chisel 3 #37

We've slipped significantly behind rocket-chip master. Everything needs to get re-sycned with this. Additionally, it looks like rocket is now building using Chisel 3 by default. It would be good to get the X-FILES/DANA Chisel code moved over to Chisel 3 as well.
