Sound delayed on N3DS #6

On my N3DS XL, audio is delayed by somewhere around a half second, at least in Sonic 3 & Knuckles. I haven't had time to test other games yet, but I don't see why the result would be any different.

I've had issues with the DAC being offsync, so this should definitely be looked into. Probably inaccurate emulation.

The drum samples in the music seem to be slightly late for me.
