To present deceptively, you are now liable for all systemic delusion which occurs to the patient. If the patients delusion is scaffolded from a deception which the "authority" in said jurisdiction, deceived the patient of clean hands, the authority cannot just wash their hands of Culpa. you are to see to it that the delusion is resolved and all damages incurred as a result of perpetuated, knowingly deceived, systemically through policy of the agencies standard operating procedures. The risk reward on deception doesn't float. You've yet to encounter a proper precedent, but I assure you, it is the greatest threat to all policy enforcement agencies and the service men and women who perpetuate this short sighted tactic which only serves to address 2nd - 3rd abstractions unto our Goal.

any measure involving prosecution rates should be forbade, ridiculed and the creators of such ignorance should be prodding about in the street while we all holla "LAZY", "FOOL", "TENURED SLACKY" etc.

Should one measure ones performance against a metric which is counter-intuitive to the health of the population, aka As the Prosecution Rate goes up, the Health of your populous has declined, as there are more troublemakers;, lest you be suspected for willful negligence should you never use such nonsense to measure the performance of the Policy Enforcement agencies.

This is a low trust view of Policy Enforcement, End Intimidation and fix the systemic policies creating black markets, so the Policy Enforcement agencies arent fighting a well funded war with the people caught in the middle
