Move set autonomous toggle to the command tab #18

It will be easier for the operator to be able to toggle the autonomous mode 
from the command tab. Right now operator has to set a waypoint in the command 
tab and then switch to the control tab and then set the autonomous mode.

r707 makes the checkbox on the ConnectionPanel work to toggle autonomy.  The 
connection panel is visible from both command and control mode, so this should 
solve the issue.
