Image capture doesn't work in operator console #37

What steps will reproduce the problem?
1. Start OperatorConsole.
2. Connect to physical boat (android phone).
3. No images are taken.

What is the expected output? What do you see instead?

OperatorConsole immediately starts image capture upon connection, but the 
vehicle server does not respond.

Please use labels and text to provide additional information.

No exceptions or errors are thrown.

Found a bug in the crw server where imaging actions with a number of frames 
less than 0 were treated as completed, instead of unlimited.  Should be fixed 
in r366.
