Large delay when using tele-op (manual control) #38

What steps will reproduce the problem?
1.start the boat and the gui
2.Try to control the boat using manual mode

What is the expected output? What do you see instead?
We would expect there to be no delay but there is a substantial delay (more 
than 5 seconds) between the command being issued and the response. Originally I 
thought that this only happened after using the GUI for a while but now I think 
that it happens all the time.

This issue still exists for boats > 2 connected to the same interface.

Closing this as _wontfix_ because it applies to pre-UDP infrastructure.
