Debug GUI on the phone sometimes displays incorrect gains in the ICS ver #51

What steps will reproduce the problem?
1. Connect the phone to the boat.
2. Start the server on the phone
3. Select the Debug button

What is the expected output? What do you see instead?
The gains should show up in the text boxes but instead zeros are shown. Only 
after toggling between the homescreen and the debug GUI a couple of times, the 
correct gain values show up.

This error has, for the most part, disappeared in the new version of the server 
code (controller_dev) as it no longer needs to communicate with the Arduino to 
receive the gains.
