Can't get it to work in VS2019 #12

I'm using package id="SQLite.EF6.Migrations-Extensible" version="1.0.106" targetFramework="net472"

But can't get it to work in VS2019. I've posted my question at https://stackoverflow.com/questions/58767771/cant-get-sqlite-to-work-in-vs2019-with-ef6
