Option to reactivate account with new owners.xml

I would like to be able to update my user id using the owners.xml file.

First run I did not have the file in position and now I cannot tell which user ID (PSN Online-ID) is assigned to my account, I assume it was randomly generated. I'm held back from updating my user because of a locked account entry.

It will correctly apply to other users if I have the file in place the first time I activate an account.
