doc: Set html title with pod2html for `make html` #202

I've noticed that the title tag wasn't closed on your website, so I found out why it wasn't and decided to try to fix it.

I also generated the resulting html document, but I put it in a separate commit as I'm not sure if you want to do this step as part of a release cycle or not (it seems to not have run for some time, with new sections being generated). It'll at least show what change this commit does, so I left it in.
