2.4.2 seems to not load config_file #693

I downloaded via wget the most recent release and tried to run it with a provided config_file which results in an error message that max_size isn't set. finally I tried version 2.4.1 and bazel-remote starts as expected.

Ubuntu 22.04 lts amd64

Thanks for reporting this- I landed a fix (#694) and will rush out another release. I will follow up with a test to avoid breaking this again when I have a bit more time.
