Miami-Dade County Missing #1

Look into Miami-Dade County and what is causing it to be missing from the dataset

Figured out that the geoid for miami county changed in 2003. Need to change the geoid for the years 2000, 2001, 2002 to match the fips code 12086 for the inner join to work
