Analysis > Net Transfers appear not to include off-budget accounts #550

Users reports seeing a big negative number on Net Transfers. It might be related to off-budget accounts.

in the Analysis window, Month to Month report the caption mentions that Net Transfers should be zero. In my case it isn't. I do a monthly transfer to an off budget account so I see two records when I click through, the first is the "Off Budget" category and the second is the "Transfer" category. I assume that if you are only summing against "Transfer" then any "Off Budget" are causing the report to miscalculate as they are not counted. Maybe it is the caption that is wrong for this case

I'm seeing exactly this. Transfers to an off-budget account are making the "Net Transfers" amount be non-zero.
