Error 404 - Not found

What steps will reproduce the problem?
1.YouTube and Google Account Setup
2.Registering a YouTube API Developer Key
Visit http://code.google.com/apis/youtube/dashboard/gwt/
3.Clicking sign in

What is the expected output? What do you see instead?
The expecte output is this: Registering a YouTube API Developer Key
Visit http://code.google.com/apis/youtube/dashboard/gwt/ and make sure that you 
are signed in with the Google Account from step 1. Click the New Product button 
and fill in the Name field with a descriptive name (the other fields are 
optional). Click Save, and a value will be generated for the Developer Key. 
Make note of this value; you'll need it later when configuring your YouTube 
Direct instance.

I see an error 404 page

What version of the product are you using? On what operating system?
Windows 8

get referenced to:

and get a 404 not found when I sign in.
