this is a limitation of the iiif server, see https://github.com/buda-base/buda-iiif-server/issues/100 I'll work on this this week

https://iiif.bdrc.io/download/pdf/i:bdr:MW23703_2771 now works (note that it's bdr:MW, not bdr:W, that should be the case for work parts)
