Add User Properties #120

Fixes #106 by adding an external resource that shell.properties reads after loading its properties. A new Property, UserConfigPath specifies a file that can contain any valid property key=value string.

in addition, properties can be overridden in the 'VM Options' section of the Java command line which invokes audit tool. See README.md for details and examples.
