When a dimensions.json file is absent but there are files in the same s3 prefix, there should be two actions:

send an email to a configurable email address
put the W RID in a file and copy the file it to s3://manifest.bdrc.org/processing/todo/iiifpres_auto

updated the description to send the file to s3://manifest.bdrc.org/processing/todo/iiifpres_auto

One of the first things the vmt service does is to move the file into another folder (to keep multiple instances from stepping over it), so the todo/ bucket is always empty
