404 on empty manifests because of sizes of the images #97

When all the images of a manifest are too big and the manifest is empty, the API should answer a 404, for instance https://iiifpres.bdrc.io/wvo:bdr:MW1KG8321_1C92B4::bdr:I1KG8360/manifest
