Refactor out the db layer into a separate package, hosted in archive-ops repository, and imported from bdrc-db-lib (see requirements.txt and setup.py)
This required separating out the former clients of the Db App into a separate pyPi package, bdrc-drs-deposit, and rebuilding it here. This works, provisionally, but may need more work depending on the final code in bdrc-db-lib
