Invalid billing code when DRS ingests batch #26

Source: jsk PC (CANTH) bdrc\2018BatchBuilds When you have this in the batch.xml: `

` You get this in the descriptor.xml Error on line 38 of descriptor.xml `FHCL.COLL.TBRC_0001"` which fails the drs ingestion with this error message: > Message: Caught exception in ingest(): Billing code: FHCL.COLL.TBRC_0001" not found Somehow the billing code has an extra quote mark.

I've built batches with 2.11 and 2.13 on both mac and PCs, and neither of them show this problem.
