Here are a few questions/thoughts on the admin shape:

do we really need a namespace just for it? (or are there more adm shapes to come?)
I think the legaldata should be in the shape and have the default value of the bdrc one
there needs to be (in the future) a variant for imageinstances/etextinstances with the access/license/restrictedinChina triples

To answer your first question: I don't know. I planted it as a place-holder while developing the core shapes. After some further development, there should be a clearer picture of how to organize.
