withdrawn and redirection for scans not working well

follow up on https://github.com/buda-base/archive-ops/issues/546

when going to https://library.bdrc.io/show/bdr:W1FEMC030198 pdl opens https://iiifpres.bdrc.io/collection/wio:bdr:MW1FEMC040198 which points to https://iiifpres.bdrc.io/vo:bdr:I1FEMC040198/manifest but W1FEMC040198 and W1FEMC040198 are withdrawn in favor of W1FEMC030198 . I wonder why pdl doesn't open https://iiifpres.bdrc.io/collection/wio:bdr:W1FEMC030198 ... but it doesn't work anyway, I'll take a look at that too

(just to put it in the issue), when on https://library.bdrc.io/show/bdr:W1FEMC030198 , if pdl uses a wio: url of iiifpres, it should add the second argument, and in that case use https://iiifpres.bdrc.io/collection/wio:bdr:MW1FEMC040198::bdr:W1FEMC030198 instead of https://iiifpres.bdrc.io/collection/wio:bdr:MW1FEMC040198
