Buddhika Ayya, We need to keep only one record per each circular. Shall we allow any language to be default? Then other languages will add as additional files. Do we need to keep all three names saved? Makes search easy. You can have different relationship bound database to the primary key of initial record and keep all three titles in that database. If one person finds that he has another language version of the same circular, he may update the same record adding the other file. Eg. If somebody has entered the English from Ministry and the Southern PD person finds he has the Sinhala version he may upload that one editing the previous record. Does it sound good? Then comes the problem of searching! So search would only happen in the relevant language only?
