One circular can has one or more additional circulars.

True. I checked with CA. In that case the CA branch gives additional 1....2....3 at the end of the previous number. That means one addition could be to another one circular only. Please verify at your end too

I don't think we can get more clear detail from the subject clerk from PDHS. Shell we make it as one or more, so that no harm is done if there is a possibility of more than one? I am personally attending this issue.

One circular can have one or more additions. But One addition is to one circular only. Anyway veryfy
