front-slash is being replaced with the html % char. in web export #478

What steps will reproduce the problem?
1. Export document as single web page
2. Open web page

What is the expected output? What do you see instead?
Images are not appearing correctly - bad links.  When the document export to 
website feature is used (for a linked page) all the <img src links point to 
folder%2Cimagename.png -- the front-slash is being replaced with the html % 
char.

Easily fixable by global find/replace, but still :)

What version of the product are you using? On what operating system?
1.3.4 / win32, tried with firefox xpi as well

Please provide any additional information below.
