[BUG] The CSV file from the reports page is not downloaded #216

[BUG] Short summary: When on the https://admin.test.buerokratt.ee/analytics/reports page and using the "Download CSV" button to download the data the is to be sent to open data portal, then no file is downloaded. Additional info: Downloading the csv also fails on all other cases in the analytics module. So in addition to failing for the reports section it also fails for chats, feedback and advisors.

Download csv button is working in all analytics module cases except reports (https://admin.test.buerokratt.ee/analytics/reports). The issue is also reported at #89 .
