BUG Administrative user can switch between back-office modules

As AN Administrative User, I WANT TO switch between different back-office modules (vestlus, treening, analüütika, haldus) SO THAT I could navigate between them according to my role's access rights.

Acception Criteria

• [ ] Active module is highlighted with a white tab, Bürokratt's logo on the left-side of header.

• Administrator (administraator):

BUG - Being in analyst rights is shown only Business intelligence module(analüütika). Should be shown also Monitoring module(seire).

@janinakimtrohlev it is mentioned in #188 as follows: Analyst is able to view (Business intelligence module) , these means these 2 tasks has mismatching ac's , which one i should follow ?

@1AhmedYasser task #188 is with mistake. If I am in Analyts role, then I need to see Business intelligence module(analüütika) and Monitoring module(seire).
