AS A CSA I WANT TO be able to forward whole chat to other organization SO THAT I don't have to pick every single message separately when I want to forward the whole conversation

Acceptance Criteria

[ ] CSA can forward whole chat to other organization
[ ] option to pick single messages for forwarding remains AS IS

GUI

[ ] Make a REST request to pass the ID of a chat and chosen institution to send the chat to
[ ] According to Figma design -> Suuna asutusele
