Statuses for chats closed by CSA

AS A CSA I WANT TO have more status options when ending chat SO THAT ended chats can be categorized better for analytic purposes

Acceptance Criteria

• [x] When ending chat "lõpeta vestlus" dialog box displays options 4 - 7 from #32

GUI

• [x] According to Figma design - modal
• [x] Configurable options
• [ ] GET request to get current values
• [ ] POST request to update values

DSL

• [ ] GUI sends proposed new status value
• [ ] Allowlist of statuses defined as Postgres values
• [ ] Before making the changes, Ruuter DSL validates if GUI proposition is in Postgres allowlist
