DEV environment bugs that need to be worked on #528

Short summary: The menu for the admin.dev.buerokratt does not appear. It does not matter in what module you are (chat, analytics or ...)

How to reproduce: login to https://admin.dev.buerokratt.ee/ and there is no menu.

Short summary: In the analytics module and chats tab, when checking the average chat time and selecting a sector diagram then the page goes blank and there are a bunch of errors in the console. It does not happen for every metric, but does happen also with "average number of messages in a chat" and "Bürokratt ended chats". In the feedback tab it happens for all the metrics except the first and last one. For the advisors tab it happens for all metrics except for the first one. Pic:

Short summary: For the opendata portal tab it you can not change the datasets that have been created and you also can not download the csv. Pic:

Changing a dataset is broken.

Downloading a csv is broken.
