AS AN product owner I WANT Bürokratt services to be useable in the dev environment SO THAT services can be tested through chat widget

[x] implement price Index service in the dev environment
[x] implement nordpool1 service in the dev environment
[x] implement nordpool2 service in the dev environment
[x] implement nordpool3 service in the dev environment
[x] implement labor market service in the dev environment
[x] implement Riigikogu attendance service in the dev environment
[x] implement 2 other services in the dev environment

Additional info: Most of the services are listed here (https://github.com/buerokratt/Common-Services/pulls). Additionally Georg can provide info where necessary.

I remains to be seen whether the weather service will be implemented again.
