Show all active chats

AS AN Administrative User I WANT TO be able to see all active chat sessions that are currently within our authority’s Bürokratt SO THAT I can view a specific chat my colleague is working on and view the ongoing conversation.

Acceptance Criteria

• [x] Agents are able to see own and other ongoing conversations.

New incoming conversations should first be displayed in Inactive/Unanswered chats' page and moved to active chats' page after they have been assigned by CSA.

BUG - All active chats need to transfer back to unanswered chats when CSA logs out or when CSA goes away for a while and status turns to "Eemal." As of right now chats stay under your name until you end the chat manually.

@ffrose Added A Fix, now when you change your status to in active or logout, the chats are transferred back to unanswered chats and will be no longer under the CSA name so new CSA can claim it
