AS A Product Owner I WANT Bürokratt to be integrated with Jira SO THAT issues from there could be responded by Bürokratt

[ ] Bürokratt accepts Jira issues as input for further processing
[ ] Functionalities from Classifier's Jira integration epic are stand-alone Ruuter services
[ ] TBA
