AS A Product Owner I WANT Bürokratt to be integrated with SMAX SO THAT its project management-related issues could be responded by Bürokratt

Acceptance Criteria

[ ] Accept SMAX issues as input for Bürokratt
[ ] Change labels of SMAX issues
[ ] Change the status of an SMAX issue
[ ] Update the description of an SMAX issue
[ ] Add a comment to an SMAX issue

Initial blind-folded POC exists, need to connect with a real SMAX instance
