AS AN Architect I WANT participants to be able to reply to previously received accepted CentOps messages SO THAT the messages expecting a response could get it

Acceptance Criteria

[ ] Verify that the message received can be replied to

For example, update manifests can not be replied to

[ ] Encrypt the message based on the encryption type of the original message by using #114
[ ] Store all sent messages within CentOps Admin database table called accepted_messages by applying an appropriate message type with a value replied

See #112 for possible message types

[ ] Use mock DMR endpoint
