Create final training dataset for the Classifier

AS AN Architect I WANT TO have a service to prepare final training datasets that could be used by the Classifier on the basis of AS IS SO THAT I could be confident that all the required validations, preparations, etc. would be done as per required

Acceptance Criteria

• [ ] REST [POST] service /classifier/training/dataset/create
• [ ] As input, use the latest dataset with all other AC of #20 covered
• [ ] Transfer training dataset as a file to its destination

  TBA - will likely to use either S3 Ferry, CronManager, or a combination of both to move files from source to destination
