REST service to update labels for specific ticket in Jira Cloud

AS AN Architect I WANT TO have a REST service to update information about specific ticket in Jira Cloud SO THAT this would be a generic functionality and wouldn't be replicated

Acceptance Criteria

• [ ] [POST] endpoint /classifier/integration/jira/cloud/label
• [ ] Based on https://docs.atlassian.com/jira-servicedesk/REST/3.6.2 with focus on cloud-based Jira functionalities
• [ ] All environment and other settings defined in an appropriate config file

DSL

• [ ] All Ruuter DSLs contain declaration section
• [ ] Mock service approved before actual development

Technical requirements

• [ ] REST service based on Ruuter
• [ ] Schema manipulation based on Data Mapper
