AS AN ADMIN I WANT to have an upper file size limit when uploading files SO THAT the files can processed with reasonable time/efficiency

Acceptance criteria:

[ ] Upper limit set
[ ] Information about file size limit visible in FE
[ ] Clear error message when file size limit is exceeded
