As a Project Architect I WANT TO ensure that DMR will only accept traffic from legitimate participants SO THAT unauthorized users may not use the service.

Acceptance Criteria

[ ] DMR API is only accessible to authorized participants
[ ] Look at API keys and/or private networks to enable this.
[ ] Restrict access to DMRs via IP
