Buerokratt is interfaced with EKI Machine translation solution

AS A Bürokratt I WANT TO be able to use EKI machine translation solution; SO THAT I can translate the chat widget messages by using EKI machine translation solution

Acceptance Criteria:

• [ ] Machine translations from Estonian to English; English to Estonian; Estonian to Russian; Russian to Estonian; Estonian to German; German to Estonian.
• [ ] The machine translation solution of the Estonian Language Institute (https://tolkevarav.eki.ee/) must be used.
• [ ] Options for system administrator to configure necessary parameters and machine translation solution specific core features.

Machine translations from Estonian to English; English to Estonian; Estonian to Russian; Russian to Estonian; Estonian to German; German to Estonian

I'm not sure that's the best approach for natural language machine translation. Business-wise it's completely understandable but it might be wise to give cross-language translation a lot more attention. Could be done in different ways which all have different impact in the future.
