AS A Bürokratt I WANT TO be able to answer the intents I know SO THAT I can give quick answers to end user.

[ ] Büroratt should answer its known intents using machine translation.
[ ] If Bürokratt does not know how to continue the conversation, then the conversation will be directed to the CSA if the End User gives their consent.
