Security: API key for public endpoint for Mock Bot

AS AN Architect I want MockBot endpoints to be protected SO THAT its APIs cannot be called by unauthorized users.

Acceptance Criteria

• [x] Implement API Keys for MockBot
• [x] Ensure these keys are available to calling services/test runners.
