Communication based on `Open Voice Open Network (OVON)` protocol

AS A Product Owner I WANT Bürokratt to be compatible with Open Voice Open Network (OVON) protocol SO THAT Bürokratt would be able to have a conversation based on OVON protocol

Acceptance Criteria

Scope

• [ ] Only interaction with Rasa is in scope
• [ ] Standard conversations with many questions and answers with preserving the chat history is out of scope
• [ ] Standard conversations with customer support agents is out of scope

The following eventType must be covered

• [ ] invite to start a conversation by responding with a standard greeting
• [ ] whisper to accept background information without sending a response message (do nothing)
• [ ] utterance to accept user's message and get a response for it
• [ ] bye to end a conversation by responding with a standard goodbye message
