AS AN engineer I WANT the continuous-integration-strategy.md document to reflect the latest group consensus on approach to CI SO THAT I know what to implement in the CI pipelines

Update the design document with the latest group consensus on CI pipeline and related tooling.

Acceptance Criteria

Update the existing document to include:

[x] When CI pipelines get run (only on PR, not every commit)
[x] Only build container. Sign and publish can happen at a later stage
[ ] Code styling rules and how they are enforced
