AS a developer I WANT all pull requests to go through the same CI as the mock classifier repository SO THAT we have consistent build and test pipelines.

Copy the mock classifier CI pipeline to the following repositories

[x] Base pipeline for https://github.com/buerokratt/DMR
[x] Base pipeline for https://github.com/buerokratt/Mock-Bot
