Cross: Apply CI to all code repos with full code coverage and stryker

AS a developer I WANT all pull requests to go through the same CI as the mock classifier repository, including proper code coverage and Stryker thresholds SO THAT we have consistent build and test pipelines.

Update the CI in all repos to include proper code coverage and Stryker thresholds.

Acceptance Criteria

• [x] https://github.com/buerokratt/DMR CI pipeline with 80% code coverage and fail less than 60% Stryker
