Monitoring: Deploy and configure Azure Application Insights for all components

AS A Developer I WANT a way to easily view application monitoring data without needing access to external systems or environments SO THAT I can debug issues

Add Azure Application Insights as a telemetry service to all components so that we can do basic trouble shooting without needing to access the Estonia-wide monitoring solution.

Acceptance Criteria

• [ ] Deploy Application Insights to the Terraform
• [ ] Update Mock Bot to report telemetry to Application Insights
• [ ] Update Mock Classifier to report telemetry to Application Insights
• [ ] Update DMR to report telemetry to Application Insights
• [ ] Update CentOps to report telemetry to Application Insights
